PARAPHRASE TELEGRAM from the Governor of Hong Kong to
the Secretary of State for the Colonies.
(Received Colonial Office 9.28 p.m. 2nd February, 1917.)
Unofficials of both Councils strongly desire that
I should appoint a Commission under Ordinance No.13 of
1886 to hear and advise upon cases of men not above 41
years of age certified fit for active service outside
Colony who desire to offer their services but whose em-
ployers think they are indispensable. I trust that you
have no objection to appointment of such Commission
and shall be glad of reply by telegraph.
